DCA ADDS MORE AIRLINE FLIGHTS JAN. 2, NBAA WORKS FOR
GA ACCESS
On January 2, Reagan National Airport (DCA) will begin Phase 3 of the reopening of the airport
by adding another 14 destinations authorized for commercial airline service. NBAA continues
to work to secure business aviation access to DCA and has proposed a detailed "Security Letter
of Authorization" (SLOA) process to FAA officials. During periods of heightened security,
SLOAs would give qualified general aviation operations access to the National Airspace System
equivalent to that of commercial operations. On Monday, January 7, NBAA President Jack Olcott
and FAA representatives will hold a briefing on the status of general aviation access to DCA.

2002 NBAA FEDERAL EXCISE TAX HANDBOOK NOW AVAILABLE
Updated for new year, the NBAA Federal Excise Tax Handbook was designed to be a plain-language
reference about taxes that affect general aviation, including: the transportation of persons
tax, property tax, use of international air travel facilities tax and excise taxes on fuels.
The Handbook can be reviewed online or printed from a 21-page Adobe PDF file.

ATC USER DIALOGUE AT
DUPAGE AIRPORT (DPA), JAN. 9
Sponsored by Vance & Engles Aircraft Brokers, Inc., an ATC User Dialogue will be held on Wednesday,
January 9, on the airport at DuPage Flight Center in West Chicago, IL. FAA air traffic representatives
from FAA Great Lake Region Headquarters; Chicago Center; Chicago TRACON; and DuPage, Aurora,
Midway, Waukegan and Palwaukee Towers have been invited to participate and answer questions.

NBAA SCHEDULERS & DISPATCHERS CONFERENCE, BEGINS
JAN. 13
The 13th Annual Schedulers & Dispatchers Conference includes workshops, roundtable discussions,
software demonstrations and vendor exhibits focused on addressing the needs of scheduler and
dispatchers. The conference also hosts the scheduler professional development program (SPDP),
the first formalized training program for scheduler education. The conference will be held
at the Renaissance Orlando Resort Hotel, January 13-16.

NBAA ANNOUNCES OPERATIONS STAFF PROMOTIONS
Joe A. "Jay" Evans has been promoted to Director, Operations. Robert G. Lamond Jr. has been
promoted to Director, Air Traffic Services and Infrastructure. Joe Hart has been promoted
to Assistant Manager, Operations Service Group.
