New ICAO SARPs for International GA Operations to Be Released
This month, the International Civil Aviation Organization (ICAO) Air Navigation Commission approved the proposed text for the modernization of
Annex 6 Operations of Aircraft, Part II International General Aviation (GA) standards and recommended practices (SARPs) for
international GA operators. This effort is a milestone that marks the completion of nearly three years of work by the International Business Aviation
Council (IBAC) and its member associations, including NBAA and the International Council of Aircraft Owner and Pilot Associations (IAOPA). The
amendment will become effective in 2008 to ensure that states and operators are aware of the upcoming changes to the Annex, but the changes
will not apply until November 2010. This will assure that states are given adequate time to make needed regulatory changes and for operators to be in
compliance. For more information, contact Ray Rohr at rayrohr@telusplanet.net or NBAA's Bill Stine at bstine@nbaa.org. To review a report of the meeting and a copy of the draft, visit:

Traffic Management Initiatives Possible Over Holiday Period
The FAA is likely to utilize traffic management initiatives (TMIs) over the holiday period to balance demand with airspace capacity. The FAA also may
implement ground delay programs, including (GAAPs). NBAA recommends that operators file flight plans early and check the FAA's operational
information system (OIS) web page and advisory database on the planned day of travel. For more information, including links to additional resources,

Over-flight Fees Being Charged in Certain Caribbean Airspace
NBAA has become aware of over-flight fees being charged to operators utilizing airspace in the Piarco Flight Information Region (FIR) of the
Caribbean. The Piarco FIR is comprised of 750,000 square miles spanning the Caribbean from Antigua in the north to Trinidad and Tobago in the south.
The fees are being collected by the Caribbean Air Navigation Advisory Services (CANAS) under the direction of the Trinidad Tobago Civil Aviation
Authority (TTCAA). All aircraft, except for military and state-owned aircraft, are being charged by weight and distance flown. For more information,
contact the CANAS's Danny Bhagwansingh at dbhagwansingh@caa.gov.tt or NBAA's Operations Service Group
at info@nbaa.org.
