Revised RNAV (GPS) RWY 13 Procedure Published for LaGuardia Airport

A new LaGuardia Airport (LGA) RNAV (GPS) RY 13 was published April 2, as a temporary procedure to help mitigate John F. Kennedy International Airport (JFK) construction-related runway closures and assist in limiting airspace conflicts.

When weather minimums allow, this procedure will be used in lieu of the LGA ILS 13, which significantly impacts Teterboro Airport (TEB) and Newark Liberty International Airport (EWR). This is an offset LNAV approach, which the vast majority of business aircraft operating to LGA can fly.

To avoid FMS encoding issues, the former RNAV (GPS) RWY 13 was suspended as of April 2 when the new RNAV (GPS) RWY 13 was published. The significant difference being the former procedure was a “straight in” procedure and the new procedure is “offset” to help de-conflict the operations at neighboring airports.

Once New York TRACON switches to the new RNAV (GPS) RWY 13 procedure, it will not be able to accept arrivals at LGA that can’t accept the procedure. Non-compliant aircraft can expect to hold in New York centers’ airspace. Holding may be extensive with diversions a strong possibility. New York TRACON will not be able to alternate approaches to accommodate individual user requests.

On this configuration, a ground delay program at LGA is likely as this procedure requires a single runway operation (arrivals and departures) at LGA.

This new procedure will be suspended later this fall once the runway construction at JFK and LGA have been completed.
