NBAA Senior Vice President of Safety, Security, Sustainability and International Operations Doug Carr has been reappointed to the U.S. Department of Transportation’s (DOT’s) Aviation Rulemaking Advisory Committee (ARAC) by Secretary Pete Buttigieg. Carr represents aircraft owners and operators under parts 91 and 135 on the ARAC.

The ARAC provides information, advice and recommendations to the FAA administrator, and ultimately the DOT, regarding rulemaking activities. These activities can impact aircraft operations, airman and air agency certification, airworthiness standards and certification, airports, maintenance, noise and training.

“NBAA’s continued participation on the ARAC gives the business aviation community valuable representation during FAA and DOT rulemaking efforts,” said Carr. “This group is often the starting point for many proposals that result in rulemaking activities. By design, it provides industry voices, like NBAA, the ability to provide input and guidance to the FAA and DOT as they consider new regulations.”

Recent initiatives include Part 135 training standardization, Airman Certification Standards revisions and Part 65 repairman certificate portability.

The ARAC consists of no more than 30 members who represent organizations directly and indirectly impacted by FAA regulations. This includes aircraft owners and operators, pilots and flight crewmembers, airports, maintenance providers, aircraft manufacturers, public citizens, passenger groups and more. The committee meets approximately four times each year and these meetings are typically open to the public.

“We see ARAC as an innovative approach to decision-making – one that affords the regulated community an early opportunity to provide advice and recommendations about significant safety initiatives that affect the aviation industry. This approach has resulted in a more efficient rulemaking process and effective regulations,” Buttigieg said in a letter to appointees.

Carr will begin a new two-year term in September.
