A major, three-phase project to rehabilitate Runway 16/34 at New York’s Westchester County Airport (HPN) begins Aug.19, with nightly closures for approximately three months expected during phase one.

The project is scheduled to be completed in October 2020.

Phase One

  • Beginning on Monday, Aug. 19 and running through Saturday, Nov. 23, Runway 16/34 will have a hard closure and open time, seven days a week, from 10:30 p.m.- 6 a.m.

Phase one of the project will involve the removal and re-installation of new centerline and touchdown zone (TDZ) light bases and conduit. Both centerline and TDZ lighting systems will remain out of service until completion of phase two and the Runway 16 special authorization SA CAT II approach will be available when the FAA ATCT is open. Also, during phase one construction period times, Runway 11/29 will be open for aircraft operations unless heavy equipment and work crews are operating within the runway safety area. Most taxiways will remain open for aircraft movements.

Phase Two

  • Beginning on Monday, May 5, 2020, and running through Aug. 27, 2020, Runway 16/34 will have a hard closure and open time, seven days a week, from 10:30 p.m.- 6 a.m.

Phase two of the project will involve the milling and re-paving of Runway 16/34 and all connecting taxiways and Runway 11/29 back past the runway holding position markings. Installation of centerline and TDZ light top sections, fixtures, transformers, cable, runway threshold end lights, Runway 16 PAPI, Runway 34 REIL’s, supplemental wind cones, three duct bank crossings, centerline and TDZ regulators, circuits and temporary pavement markings.

Phase Three

  • Beginning on Monday, Sept. 14, 2020, and running through Friday, Sept. 25, 2020, Runway 16/34 will have a hard closure and open time, Monday through Friday, from 9 a.m.- 7 p.m.

Phase three of the project includes grooving the runway pavement, installation of permanent pavement markings, installation of connecting taxiway edge lighting. If project is not fully completed by Sept. 25, 2020, beginning on Sept. 28, 2020, and until project completion, Runway 16/34 will have a hard closure and open time, seven days a week, from 10:30 p.m.- 6 a.m.
