The FAA has detailed plans in place for effectively managing air traffic during scheduled FIFA World Cup matches taking place in the U.S., Canada and Mexico from June 11 to July 19. But if business takes you to the cities hosting these events, operators should conduct due diligence regarding planning procedures, as flight activity is expected to increase across those regions.

Operators should conduct due diligence and plan to secure prior permission required (PPR) reservations at airports when necessary. Many airports have proactively implemented PPR programs to manage ramp space and traffic levels. If you do not have a PPR where one is required, expect to be diverted.

Regardless of the destination you travel to, the common guidance will be to secure parking reservations with your preferred FBO as much in advance as feasible and expect possible flow programs, especially as the semifinal and final matches approach. Over the course of the tournament, matches will take place at the following locations:

Traffic Management Initiatives

Select airports and FBOs in each area will issue Prior Permission Required (PPR) NOTAMs to prevent surface congestion, and operators are encouraged to provide applicable reservation numbers within their flight plan to prevent surface delays. Additionally, throughput within the airspace surrounding each site will be managed via the following air traffic management tactics and initiatives to keep demand levels appropriate for weather conditions and any additional constraints:

  • Ground Delay Programs
  • Airspace Flow Programs
  • Ground Stops
  • Time-Based Metering
  • Miles-in-Trail / Minutes-in-Trail Restrictions
  • Airborne Holding

During the hours surrounding each match, standard game-day TFRs that encompass a roughly 3 nautical mile radius around the stadium from the surface to 3,000’ should be anticipated. These TFRs will begin approximately three hours before each game and end about three hours after the game concludes. Flights transiting the airspace must maintain contact with ATC and squawk their assigned code.

Following the conclusion of each match, departure delays are likely as traffic filters out of each area that evening and the next morning. Additionally, route structures could be published ahead of matches as necessary to streamline traffic flows and balance volume through ATC sectors. Airport Information

Since there will be slight variations in how the FAA handles volume in each area, expected restrictions and pertinent information will be broken down by region. NBAA will list nearby airports for the quarterfinal matches and onward, and provide contact details for arranging reservations. As a general rule, this list will include each field within 25 nautical miles of the stadium that has runways around 5,000’ in length.

This information will be updated often as the FAA and facilities refine their plans to manage traffic, so please check back frequently.

Quarterfinal Matches

Boston

The match will be held on Thursday, July 9 at Gillette Stadium in Foxborough, MA. Overall, there are not as many airports in the immediate vicinity, which could create an increased chance of ramp congestion. Additionally, ongoing construction work at BOS leaves the field even more prone to flow programs. While it is always encouraged, as a reminder, the best practice is to file flight plans as far in advance as possible to avoid worse delays if a program is instituted.

The match will be held on Friday, July 10 at SoFi Stadium in Inglewood, CA.

Miami

The match will be held on Saturday, July 11 at Hard Rock Stadium in Miami Gardens, FL. Presidential TFRs are common for the area, and if one is issued in nearby Palm Beach or Miami that weekend, additional reroutes and GA aircraft restrictions at the various airports are possible. Those TFRs are typically published during the prior week. The time frames and affected airports will be detailed on the NBAA TFR Impacts Page.

Kansas City

The match will be held on Saturday, July 11 at Arrowhead Stadium (GEHA Field) in Kansas City, MO.

In order to monitor airspace volume, the FAA will utilize the same slot reservation system as the Super Bowl for all matches with arrival/departure rates modeled to reflect ideal conditions. If weather or other circumstances cause a reduction in throughput, flow programs will be issued to manage arrival demand. Additionally, PPR will be in effect for airports in the surrounding area. As with the Super Bowl, both transient and tenant operators should arrange a slot through either their preferred FBOs or the Airport Authority. VFR flights are not exempt from the program and should arrange reservations.

Dallas

The match will be held on Tuesday, July 14 at AT&T Stadium in Arlington, TX.

Bronze Match

Miami

The match will be held on Saturday, July 18 at Hard Rock Stadium in Miami Gardens, FL. Presidential TFRs are common for the area, and if one is issued in nearby Palm Beach or Miami that weekend, additional reroutes and GA aircraft restrictions at the various airports are possible. Final

New York / New Jersey

The match will be held on Sunday, July 19 at MetLife Stadium in East Rutherford, NJ. Presidential TFRs are common for this area with frequent visits to Bedminster typically occurring over the summer months. These TFRs typically involve an arrival and departure phase at nearby airports including MMU, LGA or EWR preceding and following the transition to and from the Bedminster area. Supplementally, if the president visits the game, that movement would likely entail suspension of GA operations at the airports near MetLife Stadium. Those TFRs are usually published during the prior week, and the time frames and affected airports will be detailed on the NBAA TFR Impacts Page.

Additionally, whether or not the President visits the game, there will likely be a TFR for the final that mirrors the one typically seen for the Super Bowl with 10 and 30 nautical mile rings surrounding the stadium. This TFR would likely prohibit general aviation operations within the 10 nautical mile ring, with the exception of those following any gateway screening procedures in place for the airports contained therein.

Canada Operations

Games will be held in both Toronto, Ontario and Vancouver, British Columbia with similar constraints, delay mitigation strategies, and potential initiatives as those employed near game sites in the United States. However, there are slight variances to bear in mind for operations in both areas. While we will cover a few of the major items here, please refer to both the Aeronautical Information Circular and the included guidance from Nav Canada if planning on operating in either area.

  • PPR will be in effect for Lester B. Pearson International Airport (CYYZ) and Vancouver International Airport (CYVR). Aircraft not complying with the PPR stipulations may be required to divert to nearby airports and could face additional actions. Users are advised to include any applicable PPR codes/numbers in the appropriate section of their flight plans.
  • Flights operating in and out of CYVR, CYYZ and CYTZ, as well as within the surrounding airspace, should expect periods of congestion near game days. Given the expected volume, crews should also anticipate a chance of airborne holding and surface delays.
  • Users are encouraged to review NOTAMs frequently and familiarize themselves with the airspace and procedures information in the documents linked below to make flights as seamless as possible.
  • Security incidents are possible given the high-profile nature of the games, which may require short-notice instructions, reroutes, or procedure alterations by ATC as circumstances dictate.
  • Temporary restricted airspace will be established in certain areas as outlined in the Aeronautical Information Circular (AIC) below. Please verify all requirements are met to operate within these areas.

Security Considerations

Aircraft operators and FBOs should take steps to protect people and property onboard aircraft, prevent unauthorized access to aircraft and facilities and guard against insider threats and misuse of aircraft. Enhanced security measures and careful operational planning are necessary to ensure safe and efficient operations throughout the tournament.

Guidance for the GA Security Programs

  • Provide screening, identity verification and other security program requirements and information to passengers well in advance.
  • Ensure all passengers and crew have valid passports, REAL ID or other acceptable forms of ID ready for inspection and keep documents accessible.
  • Comply with all TSA security program requirements under the Twelve-Five Charter, Department of Transportation 380 and private charter operations.
  • Follow security screening procedures for prohibited items; passengers may be required to remove electronics, liquids, and outerwear.
  • Monitor official communications for travel advisories and airport status updates.
  • Report suspicious activity to TSA, law enforcement or airport authorities immediately.
  • Plan for increased security protocols.
