General aviation flights in and out of Toronto Pearson International Airport (YYZ) are now required to file a departure and arrival reservation through the Online Coordination System (OCS) for VFR and IFR flights during normal operating hours.
Medical, search and rescue and government flights are exempt from the reservations that support the Airport-Collaborative Decision Making (A-CDM) process to make the most efficient use of the airport’s runway capacity. Operators seeking fights outside of regular business hours must obtain an operating extension.
With reservations now mandatory, users who do not have an OCS account must register by completing an online application form and emailing it to firstname.lastname@example.org. The airport has seven days to process the application.
To obtain an online reservation, users must provide date and UTC time of the proposed operation, the aircraft registration and the ICAO identifiers for the aircraft type, origin and destination airports, and FBO parking location. When the reservation is complete, OCS produces a reservation number. The ARO must be advised when reservation information changes, and operators can change or cancel their reservations through the OCS.
If unforeseen conditions reduce runway capacity, the ARO may amend or cancel the affected reservations in coordination with the operator via the email address or phone number on the operator’s application form.
As presented in Air Service Directive 2019-D-008, “A-CDM project will provide improved situational awareness and allows the airline, its service providers, and the airport to operate proactively.” The more accurate and timely flight status reports will allow the airport to operate more efficiently.
