Overview

The FAA’s Web-based Operations Safety System (WebOPSS) is an Internet-accessible, regulatory system that develops, records, and tracks safety authority from the FAA and economic authority from the Department of Transportation.

Operations specifications (OpSpecs), management specifications (MSpecs), training specifications (TSpecs), and letters of authorization (LOA) can be developed and issued through WebOPSS. Details for required OpSpecs can be found in 14 CFR § 119.49 or the Flight Standards Information Management System. The regulations state that a person engaged in operations governed by OpSpecs may not conduct those operations either without OpSpecs or in violation of the appropriate OpSpecs.

Part 135 operators and other certificated entities may receive their OpSpecs through WebOPSS.
