Doug Carr, NBAA’s vice president of regulatory and international affairs, has been reappointed to the U.S. Department of Transportation’s (DOT’s) Aviation Rulemaking Advisory Committee (ARAC) for another two-year term.

Carr will represent NBAA and the broader business aviation community of aircraft owners during his service on the ARAC. DOT Secretary Elaine Chao, in her letter reappointing Carr, noted that his “experience and leadership will add valuable insights and perspectives that will help further the ARAC’s mission.”

The ARAC was established by the FAA in 1991 to provide advice and recommendations about regulations that affect the aviation industry.

“NBAA’s involvement in the influential ARAC ensures that our members and the business aviation community are fully represented when the FAA considers new regulations,” said Carr. “Now, more than ever, it is paramount that the industry’s concerns are heard and that our contributions to the aviation system are appreciated.”

Since joining NBAA in 1998 from the National Air Transportation Association, Carr has distinguished himself by leading NBAA’s effort on the Fractional Ownership Aviation Rulemaking Committee to develop recommendations for the FAA, and as the chair of the FAA’s Part 125/135 ARC Flight and Rest Subcommittee.

He also spearheaded the business aviation industry’s response to the TSA’s Large Aircraft Security Program proposal, chaired the FAA’s Takeoff and Landing Performance Assessment Aviation Rulemaking Committee and represented business aviation interests at the International Civil Aviation Organization, and as part of several rulemaking efforts at the European Aviation Safety Agency.
