Washington, DC, April 19, 2004 – The National Business Aviation Association (NBAA) welcomes Richard Doubrava in the new role of director, security. In this position, he will be responsible for coordinating the activities of the NBAA Security Council in developing policies and programs in the areas of business aviation security, particularly NBAA’s new Secure Access program. Doubrava will be responsible for promoting these views before government officials and public policy organizations, such as DHS, TSA, FAA and others.

Dick’s air security and government-relations background uniquely qualifies him to manage aviation security issues,” said NBAA Senior Vice President, Operations Robert P. Blouin. “He will be an outstanding advocate for NBAA Members.”
Doubrava comes to NBAA from the Carmen Group, a Washington-based Federal lobbying and government-relations firm where he served in the homeland security practice. Before joining the Carmen Group, Doubrava was managing director of security for the Air Transport Association (ATA). In that capacity, he was responsible for developing and coordinating the security policy initiatives and activities of member air carriers as well as representing ATA industry views before government and public policy organizations.
Doubrava served as a member of the Aviation Security Advisory Committee, which was created by Congress to provide public and industry input on matters of aviation security policy. In addition, he has appeared frequently before Congress and other public policy forums to present industry views and advance positions of importance to the aviation community.
Prior to joining ATA in December 1999, Doubrava was system manager, security and regulatory affairs for Delta Air Lines. He was responsible for the planning, coordination and implementation of all FAA and Delta airport, aircraft and passenger-security programs worldwide. He began at Delta in 1988 as manager, government affairs in Delta’s Washington, DC, office.
Doubrava’s career includes serving in the Reagan Administration as deputy director of congressional affairs, U.S. Department of Transportation, and as intergovernmental liaison officer on aviation issues under then-Secretary Elizabeth Dole. He served on the staff of U.S. Senator James Abdnor (R-SD) as legislative director and in other positions during Abdnor’s previous service in the U.S. House of Representatives.
A Denver, CO, native, Doubrava graduated from the University of Texas at Austin with a B.A. in government and public policy. Doubrava is a member of the Aero Club of Washington, DC and the International Aviation Club.
