Washington, DC, March 16, 2000 – The National Business Aviation Association (NBAA) today praised the passage by Congress of the Aviation Investment and Reform Act for the 21st Century (AIR 21), which authorizes funding for the FAA and the Airport Improvement Program at the level of $40 billion over the next three Federal fiscal years from 2001 to 2003.
This is a significant milestone in recognizing the value of aviation to our nation and moving toward a modernized, safe and efficient air transportation system,” said NBAA President Jack Olcott.
The Congressional leaders involved in this major legislation through its initiation and negotiated resolution are to be commended for their wisdom and dedication,” added Olcott. He also stressed the challenge that lies ahead. “The funding level creates an opportunity for the system to be enhanced and for the existing structure to apply itself more effectively. However, the next reauthorization bill is only three years away and the aviation community needs to resolve issues such as proper management structure for FAA and the air traffic control system, and the ever-present specter of increased user fees.
NBAA Members, the business aviation community and all of aviation demonstrated the power of participation in the legislative and political process through their grassroots efforts on this major issue. The “All Aviation for AIR 21” campaign should be underscored, since it demonstrated how various members of the aviation community were able to put aside differences to enhance the aviation system.
