The EC has published a list with contact information for each of the federal agencies which administers the EU ETS for a given EU country.

Contact information for the competent authorities in Cyprus, Luxembourg, and Slovenia is not included on this list. NBAA has reached out to the EC authorities requesting that they identify the appropriate point of contact for operators who are assigned to these countries for ETS administration.
Operators should e-mail the contact details (title, first name, last name, job title, e-mail address, telephone number, and aircraft operator name) of an appropriate person within their organization who will deal with the monitoring and reporting requirements of the ETS to the point of contact at the competent authority of the country to which they have been assigned.
Operators should then comply with any instructions provided by the competent authority and proceed to Step 4.
